St. Philomena College Library came into existence in 1958 with the establishment of the college and began functioning with a modest collection of a few thousand books. The Library was situated on the first floor of the main college building up to 1969 and was shifted to the first floor of the Biology-cum Library block in May 1969. At present it has a total plinth area of 9191 SQ FT.
The important Sections in the Library are, Separate Reading Room for Men & Women Students & Staff, Work area, Reference Section, News Paper Section, Stack Section, UGC Book Bank Section and Weed out Books Section. A Separate Pre- University College Library was set up in the year 2005 after bifurcating from the Degree College. The College is also having Separate library for Post- graduation Students.
The College Library functions on all working days except Sundays and Government Holidays from 8.30 A.M. to 4.30 P.M. and on Saturday 8.30 A.M. to 1 P.M.
At present the library has in its Stock a collection of 40,434 Books, 162 Educational CD’s/DVD’s and 682 Bound Volumes of Periodicals covering a wide variety of subjects.
The Library Subscribes to 13 Newspapers and 91 Periodicals (35 Subject related, 30 popular and 26 General Knowledge & Career oriented).
Membership of library is open to the Students and Staff of the College. The Library provides to each student One Membership Card for reference and Two Borrowers Cards to borrow the books. The cards will have to be returned to the Library at the end of the academic year before collecting Admission Tickets for the University Examination. The Cards cannot be transferred to others.
Outside Membership is extended to any individual on payment of Rs.100/- per year and such members will be permitted to use the library during working hours except borrowing facilities.
A book can be borrowed for a period of 15 days. It can be renewed for another week provided that book is not demanded by any other member. If the book is not returned within the due date, a fine of Rs.3.00 per day will be collected as overdue charges.
This facility is for the poor and deserving students. Under this scheme, a student can borrow a book and retain the same with him till the end of the University Examination.
The Library is computerized and Library database is created using Integrated Library Management Software “EASYLIB”. The issues and returns of books are bar-coded.
OPAC facility is available and which allows the readers searching the books & journals though Author, Title, Publisher, Accession Number, subject, Class No., Keywords etc and helps them to know the status of availability in the library and reserve them if they are lent out.

The students are required to comply with the library rules and regulations which are highlighted in the College Calendar. Disciplinary action will be taken against such student who does not comply with the rules and regulations.
